This is a great topic and am surprised it has not received more comments.

I've grown weary of seeing trash inside trash bags (proving this is not incidental littering)strewn near my neighborhood and on side streets all over the county. This is criminal discharge of county residents not willing to pay for these services.

On the other hand forcing all county homeowners to endure this charge on their annual property tax bill without being given an option of paying it separately is a TAX. The authority to impose this tax is not within the realm of this County groups legal wherewithal.

Bannisters arrogance is outrageous. How this dinosaur keeps getting elected after all of his illegal immigrant malfeasance I'll never know.

Regardless of the legality of imposing the tax, my question is, do we get to deduct this from our federal and state income taxes since it's part of the property tax? If I have to pay for garbage service, it would be nice to get ~1/4 to 1/3 of it back by way of lowered income tax liability.

    Cliff thats an excellent question.

This is what makes this so controversial, The garbage service is not actually a TAX the County is just placing it on our property tax bills as a ROGUE method of collection.

So every year when you prepare your 1040's you will have to remove that portion from your property tax bill total when itemizing deductions.

It's actually a pain in the butt.

Good piece Richard, I'm with you all the way.

I don't like that Charles Bannister Crook. The illegal immigration problem can be laid clearly in his lap, which is the cause of most empty homes and foreclosures, illegal boarding houses, and the ROOT SOURCE of the garbage on the highway in the first place (just like back home in the third world) add the crime, the gangs and the graffiti and solving this one big out of control immigration problem resolves a whole host of issues in this county.

Hey getting rid of Charles Bannister this last election would most likely solved a lot of this problem in the first place.

But the Gwinnett County voters like their Geritol influenced old fogey politicians too much.

Let me know, I'll be the first on the picket line in front of Bannisters house.

The forcing of this trash removal service is just one more step in total county control. They already control who provides electric, water, phone, cable, and now trash. Next it will be what kind of toilet paper we can flush.
We keep electing these same people expecting a different result, and guess what we just get the same old stuff. The service is probably a few of the county elected officials forming a company to line their own pockets.
Hopefully enough folks will get together and stop this crap.

    It's all about GARBAGE!

It's just like last years Property Tax Increases. My property tax bill increased 12% when the average home in my neighborhood sold at less than 40% of the assessed value. I appealed and the Tax Office replied and told me to "go fly a kite" in a hurricane.

The Gwinnett County Tax Commissioners Office is guilty of increasing property taxes by using illegal felony fraud flip sales comparables in their assessment calculations while ignoring REO sales and foreclosures.

We need to petition to remove Katherine Sherrington-Mayer from Office. It can be easily alleged that this single-lone individual politician can be charged with illegally extorting millions of dollars from Gwinnett County Tax payers.

Hey? Lets burn her in effigy on Charles Bannisters front lawn, you think that'll attract their attention? Worked for Bush.

Gwinnett County Commission just tabled a vote June 2nd for a backdoor tax increase of 25% by raising the mill rate.

This occurred after the required public forum where taxpayers revolted against the 100% “Republican” County Commission.

Of course the corrupt and colluding Gwinnett County Tax Assessors Office generated all of this by illegally ignoring SB55 requiring the usage of foreclosure sales comps in their valuations for this year.

First thing out of Bannister’s filthy mouth is that we have to cut police force public safety and school teachers from the payroll while ignoring the other 14 bloated and fat engorged departments.

I say RECALL PETITION and lets put that fogey Charles Bannister out to pasture for good. When Republican voters start screaming at their own it’s time to start gathering signatures. I still like burning the effigy thing.

How’s that new Gwinnett County Baseball stadium working out for you Charlie?

Millions of dollars over budget with Rows upon Rows of empty seats. Tom Glavine couldn’t even fill the place.

Lets rename it Bannisters Folly Field.

Looks like we might finally have that Bannister bastard on the ropes.

As reported in the last few days an especially egregious property purchase this year of a alleged "park-land" parcel that will not be developed by the county until 2016 or beyond.

This magificantly over-priced purchase of 9+ acres for $1,150,000 from one of Bannisters developer bedfellows of an original 14 acre parcel investment that the developer only paid $300,000 for back in 2005 when values were still sky high.

This property is worthless without an additional investment building a bridge for $1,500,000 or more to forge a flood plain.

And of course the remaining five acres retained by the developer is the cream puff portion of this property.

Total scam against the County Tax payers and I hope this is the final nail in the coffin for the crooked Bannister.

His retirement can be consumated in the State prison.

    1) College Kids reviewing this web site for their projects and studies. Try writing a report or thesis on all of the campaign promises President Obama has broken in less than 12 months of being in office. Then spoon-feed these reports to your teachers and professors whom nearly unanimously talked you kids into voting for this fake Messiah. Headline the reports with the Healthcare bill passed by the House this past Saturday raising taxes $500 Billion dollars on the poor people and middle class he said he would not raise taxes on. Show how this is camouflaged as a tax on business and wealthy people that is always paid for by the people at the end of the food chain. Taxes on cigarettes, soft drinks and airline obesity fees along with many other behavioral management punishment fees are taxes on poor and middle class people.

    2) More Charlie Bannister Folly Field Malfeasance: Estimating Parking fees of $200,000 per year then collecting less than $35,000. It’s time to re-amortize your ill-calculated projections Charlie. Fifth Grade Math, huh, this is more like Bernie Madoff math. See Friday Nov 6th, 2009 AJC http://www.ajc.com/news/gwinnett/gwinnett-braves-parking-revenue-188884.html

    3) Using the word “Fees” instead of Taxes when they actually are taxes. This is more typical Republican politician scam-duggery on the citizenry. The problem with fees is that the government can divert those funds to anywhere in the budget that they please. This is a citizen taxpayer rip-off by our government administrators and politicians that put this into play in our state. Fees are not tax-deductible items on your 1040’s. Taxes are. Government fees are taxes. See Sunday Nov 8th, 2009 AJC: http://www.ajc.com/news/misused-fees-lead-state-189810.html

    4) Gwinnett County Tax Assessor changes the format of the 2009 property tax bills to hide their back-door illegal tax increases. While illegal county property purchase fraud by Charlie Bannister is ignored. It’s time for a taxpayer revolt on the county government officials. New Business idea: Making effigy dolls with green-burning accessories.

    5) Water Bills were altered last year with a flat surface runoff fee assessment. With Lake Lanier now at Full Pool when will they remove that specific 100-year drought assessment fee? Don’t bet on it. This fee was passed with a projection of twenty years for Lake Lanier to reach full pool. Full pool was achieved last month in less than 20 months. This summer a Federal Judge ruled that the State of Georgia couldn’t use Lake Lanier for their community water needs. This is more politician incompetence and malfeasance.

We are being ripped off daily by the County Commissioners and Administrators, What they are doing is highly illegal and clearly against current state laws. It’s time for class action suits and criminal indictments against these scoundrels. Let’s see how well their games play in State prison.

Our County Commissioner Scoundrels are at it again.

Under camouflage of the holidays, with very little published mention there were two meetings on raising property taxes two days before the thanksgiving holiday and another one scheduled the day after everyone returns from the holiday Tuesday Dec 1st, 2009 for public meeting disclosure that will raise our county property taxes more than 20% for the next tax year.

Hey they’ve got to do it sometime and they’ve known about the need for this since August and why wasn’t this meeting held in early November instead of sandwiched between the holidays? I say because they are lacking credibility, inherently dishonest and ethics challenged.

If we sold all of the bogus parkland purchased even at a loss would offset this allegedly necessary tax increase by 50% in my opinion. We could sell another 4-5 Library buildings recently built and eliminate the rest of this tax increase. Libraries are great although little used with the expansion of the Internet and increasing gasoline prices. Is it really necessary to have a Library in every zip code in the county? I think not.

We could sell the failed Minor League baseball complex and have surpluses for the next five years without a property tax increase. but of course that would be admitting it was a huge mistake in the first place.

Still no indictment of Charlie “the weasel” Bannister for his incredibly dishonest manipulation of unnecessary parkland purchasing to pay-off political contributors.

The problem with Gwinnett County administration is that it is 95% Republican and they protect their own at the expense and peril of the citizenry. If we've got to have Republicans lets start electing some without all the grey and silver hair. Grey and silver hair means they've got decades of crony relationships pining for their paybacks.

In a 4-1 Vote Tuesday evening Gwinnett County Commissioners ignore asset sales along with many other options and choose to saddle the citizenry with a 21% tax hike. This Tax is retroactive to 2009 and carries forward perpetually from 2010 on.

    http://www.ajc.com/news/gwinnett/gwinnett-approves-property-tax-221697.html

This AJC article falsely shows a chart of a $200,000 home will only experience a tax increase of $160. We need to teach these ignorant AJC reporters how to use a calculator. My calculation shows the increase will range between $350-$480 even after allowing for homestead and other deductions.

Additionally, every Gwinnett Homeowner that has an escrow account on their mortgage will receive an inaccurate 2009-escrow disbursement statement required of their Lender by Federal Law.

Can anyone say THROW THE BUMS OUT!

Will anyone address Charlie “The WEASEL” Banisters FELONIOUS park property purchases to benefit his political cronies? Most recently he authorized and personally sponsored a commission vote for the most recent purchase of a property that is completely submerged. I viewed this property over the Holiday weekend and it is completely under-water from all of the rains this year. This $1,100,000 purchase is worth absolutely nothing without the expense of an additional estimated $1,500,000 construction of a bridge to forge a flood plain that currently has exceeded its FEMA boundaries (charted 20 years ago) and it appears would also need a miniature Marina to dock some rowboats. This is a County Commissioner CESS POOL.

Only two County Commission seats are up for election next year. Neither commissioner who holds those seats, Kenerly or Bert Nasuti, is running for re-election.

At least two of our GREY and SILVER HAIRED commissioners will not seek re-election next year. We need a recall petition for the other three and let’s ADD District Attorney Danny Porter for ignoring the investigation of THE WEASEL, which a first year law student could achieve an indictment of.

All anyone would have to do is dress-out all of the Grand Jurors in HAZ-MAT suits and take them to this property for an in person inspection. SLAM DUNK INDICTMENT!
